Baruch College Assistant Professor Selected for Rockefeller Institute Fellowship

Dr. Rahul Pathak, who teaches public financing and budgeting at the Marxe School of Public and International Affairs, is researching how the Covid-19 pandemic impacted the finances of New York cities.
Baruch College Assistant Professor Rahul Pathak, PhD, is among six recipients selected as 2022-23 Richard P. Nathan Public Policy Fellows at the Rockefeller Institute of Government, a public policy think tank for the State University of New York.
According to The Rockefeller Institute, this group of experts “will partner with Rockefeller Institute researchers to examine timely public policy issues in gun violence, public health, healthcare, local government fiscal management, and environmental justice.”
As part of his fellowship, Dr. Pathak is researching how the Covid-19 pandemic impacted the finances of New York cities, specifically focusing on various regions in the state and examining the trajectory of fiscal and economic recovery.
“As more data about the actual impact of the pandemic becomes available and federal dollars to state and local government under the American Rescue Plan Act are exhausted, monitoring state and local budgets and how the cities and governments cope with post-pandemic and post-federal aid realities is an important question that will affect public services and tax structure in the coming years.” Pathak explains why studying these issues is important and timely.
About Professor Pathak
At Baruch, Pathak teaches courses on public finance and budgeting for the Marxe School of Public and International Affairs. His primary research interests lie at the intersection of public finance and social policy, with a particular focus on strengthening the functioning of subnational governments and institutional reforms to promote equitable and efficient provision of public goods.
Pathak’s research has appeared in journals, including Public Administration Review, Regional Science and Urban Economics, State and Local Government Review, and State Tax Notes. His recent research on the fiscal impacts of the Covid-19 pandemic has been published in the Journal of Public Budgeting Accounting and Financial Management and the Municipal Finance Journal.
