Dr. Patria de Lancer Julnes, Marxe School Associate Dean, to Join the National Academy of Public Administration as a 2019 Fellow

Patria de Lancer Julnes, PhD, Associate Dean of Academic Programs at Baruch College’s Marxe School of Public and International Affairs, was elected to the National Academy of Public Administration for inclusion in its 2019 Class of Academy Fellows, in recognition of her years of public administration service and expertise.
Dr. de Lancer Julnes, who is among 51 public administration leaders across the U.S. chosen for this year’s class, will join more than 900 Fellows including former cabinet officers, members of Congress, governors, labor leaders, as well as scholars, executives, and public administrators. Selection of the Academy’s new Fellows follows a rigorous review of the candidate’s contributions to the field of public administration and policy.
“It is an honor and a privilege to be among such a distinguished group of public administration scholars, practitioners, and visionaries,” said Dr. de Lancer Julnes. “I look forward to working with other NAPA Fellows to find workable solutions to the most vexing public administration issues of our time.”
“Richly Deserved Recognition”
“I am delighted that the Academy has chosen Patria for this richly deserved recognition,” said Marxe School of Public and International Affairs Dean David Birdsell, PhD. “More than an honorary organization—though it is certainly that—the Academy sets the gold standard for what we expect from public service and those who study it. Patria’s involvement builds the Academy’s base. She is the Marxe School’s sixth Academy Fellow, five of whom are presently active at Baruch.”
According to the Academy, “Fellows provide unparalleled insight and experience” and collectively they are the organization’s “primary vehicle for addressing current and emerging issues and contributing to the intellectual and popular discourse on government.” Induction of the new Fellows will occur at the annual Academy fall meeting on November 7 and 8 in Arlington, Virginia.
Award-Winning Scholar, Industry Leader, and International Consultant
Dr. Patria de Lancer Julnes is an internationally recognized scholar in performance measurement, government capacity building, and citizen-driven governance.
She brings more than two decades of experience to the public administration field and has held senior academic appointments at institutions across the country. Additionally, de Lancer Julnes held several leadership roles in the American Society for Public Administration and the Inter-American Network of Public Administration in Education.
An award-winning scholar, her articles have appeared in numerous journals and publications and she is the author of the book Performance-Based Management Systems: Effective Implementation and Maintenance. She is the lead co-author of the article, “Promoting the Utilization of Performance Measures in Public Organizations: An Empirical Study of Factors Affecting Adoption and Implementation,” which has been selected as one of the most influential articles in the 75-year history of Public Administration Review, the premier journal in the field of public administration.
Throughout her career, Dr. de Lancer Julnes has consulted with numerous government and nonprofit organizations in the U.S. and abroad to develop effective performance management systems that help improve the outcomes of their programs. In 2013, she was named one of Maryland’s 2013 Top 100 Women by the Maryland Daily Record. In the same year, the government of Spain awarded de Lancer Julnes the Officer’s Cross of the Order of Isabelle the Catholic for her work in promoting the relationships between the United States and Spain and to improve the status of Hispanics in the United States.
Dr. de Lancer Julnes became the first woman to graduate from Rutgers University-Newark with a PhD in public administration.
